Senior Manager, Payroll

DIMENSION & SCOPE

This position is responsible for the supervision of and administration of all payroll tax-related payments and reporting and the administration of all court ordered withholdings. In addition, position is responsible for all financial reporting of payroll expenses and withholdings. Plans; coordinates and organizes the Payroll Support work flow to meet rigid payroll deadlines relating to the timely and accurate withholding and reporting of all tax related deductions.

PRINCIPAL DUTIES AND RESPONSIBILITIES

•  Responsible for correct withholding of federal, state and local payroll taxes and the calculation of FUT, SUI and SDI taxes and payment and reporting of those taxes to appropriate tax authorities in accordance with Federal, State and local regulations.

•  Responsible for preparation of general ledger journal entries for voided and issued payroll checks and payroll cash disbursements.

•  Responsible for the monthly account reconciliation for all payroll related liability accounts to the general ledger.

•  Responsible for tracking of foreign payroll taxes; calculation of hypothetical taxes and the processing of tax settlement calculations for employees on international assignment.

•  Supervise the calculation of all court ordered deductions and the payments of those deductions to the appropriate court/tax authority.

•  Identify system enhancements and solutions to program problems.

•  Provide guidance and assistance to payroll specialists on a daily basis.

•  Responsible for selecting, training, developing and managing performance of exempt and non-exempt direct reports; providing prompt and objective coaching and counseling; and coordinating, planning and assigning work for staff in accordance with the organization's policies and applicable legal requirements.

•  Supervise investigation of all HRD cases relating to tax withholding and reporting.

•  Supervise recovery of wage loans, relocation reimbursements, etc. from terminated employees.

•  Responsible for the balancing and reporting of all periodic, quarterly and annual information to appropriate tax authorities.

•  Identify system enhancements and solutions to program problems.

•  Responsible for the acquiring appropriate Tax Reporting Authority as a result of any company acquisitions or the closing of any withholding accounts as the result of closing any company location sites.

•  Communicate regularly and work closely with the Sr. Manager, Payroll Production.

EDUCATION AND PROFESSIONAL CERTIFICATIONS

Bachelor's degree in related field from a four-year college or university with six to eight years related experience; or Equivalent combination of education and experience.

Attainment of or the significant progress towards, the Certified Payroll Professional designation is highly desired.

CANDIDATE PROFILE

Minimum of four to six years related work experience in payroll systems and supervision.

Thorough knowledge of Payroll and payroll systems, Federal, State and Local tax withholding regulations and reporting requirements, payroll cash flow through the various general ledger accounts.

General knowledge of various foreign payroll tax withholding and payment procedures.

Ability to plan, organize and schedule workflow to meet rigid payroll reporting deadlines.

Ability to process a high volume of detailed work in a short time frame.

Proficient in a variety of software programs, including Microsoft Word, Excel and PowerPoint for Windows.

Experience in managing functional groups.

Excellent oral and written communication skills.

Excellent interpersonal skills.

Skilled in team leadership.
